The Rappahannock Regional Criminal Justice Academy is a Virginia regional training academy located in Fredericksburg, Virginia.  Founded in 1978, the academy provides basic, in-service and advanced training to law enforcement, jail, communications, and animal control officers to its forty plus member agencies. The academy’s founding Executive Director is Mr. Edward J. Evers who led the academy from its inception until his retirement in 2008. Mr. David S. Vice was appointed as the second Executive Director in 2008 and served until 2013. Mr. Michael C. Harvey, the current Executive Director, was appointed in 2013 as the third Executive Director of the Academy.

The Academy has seen many changes since its inception in 1978. The Executive Director’s first office was housed in the Dominion Bank building on Princess Anne Street in Fredericksburg. The first Law Enforcement Basic class was held in Warsaw, Virginia on the campus of the Rappahannock Community College. The academy also made use of the basement of the bank building and the Fredericksburg Police Department for training classrooms. In 1980 the academy moved to the old FMC Plant and in 1983 took over space in the old Maury School in Fredericksburg. Construction began on the current academy building in 1989 and opened its doors to recruits in 1990. In 1999 a second building was added creating a campus with 8 classrooms, an auditorium, gymnasium, fitness center, deli, office space, and practical scenario rooms. The latest project was the design and creation of the driver training facility which was completed in 2006.

Fourteen agencies from the Northwestern part of Virginia joined the academy in 1999 and a satellite facility was created in Front Royal, Virginia. This facility moved to Middletown, Virginia in 2003 and operated as the Northern Campus (Middletown Campus) until July of 2017. In July of 2017 the original agencies that formed the northern campus became their own regional academy entity, Skyline Regional Criminal Justice Academy.  Ms. Tommie A. Bower, the RRCJA Assistant Director of the Middletown Campus, became the founding Executive Director of Skyline.
